Province Administrators and Lay Accountants’ Meeting Focuses on Stewardship, Financial Management, and Institutional Development


Shillong, March 8, 2025 – The Salesian Province of Shillong held a two-day meeting on 5th and 6th March 2025 at the Provincial House, focusing on stewardship, financial management, and institutional development. The gathering brought together Salesians and lay collaborators to discuss pressing administrative and financial matters.

Key discussions included accountability in resource management, financial transparency, and compliance with government regulations. Sessions covered school administration, Corporate Social Responsibility (CSR), digital transactions, and best financial practices. Challenges such as salary discrepancies, delayed audits, and lack of transparency were highlighted. Recommendations emphasized documentation, timely audits, structured payroll, and strategic planning. The meeting concluded with a commitment to improving governance and ensuring sustainability in the province’s institutions through collaboration, technology, and financial responsibility.

    The meeting commenced with an address by the Vice Provincial, who spoke on the theme of stewardship, emphasizing trust, responsibility, and accountability in managing resources and fulfilling roles within the province. This was followed by the first session, led by Fr. Genesius, the Provincial Economer, who elaborated on the roles and expectations of the Provincial and Local Economers. He highlighted the importance of adhering to the constitutions and regulations to ensure smooth administration. Key concerns raised during the extraordinary visit of Fr. Biju Michael were also discussed, particularly regarding asset and liability management, financial contributions, and the necessity of establishing a clear policy for managing land and properties.

    In the second session, Mr. Reddy provided insights into financial management in schools and institutions. He addressed legal provisions concerning religious and charitable institutions, internal administration guidelines, and best practices for school governance. Additionally, he discussed leveraging Corporate Social Responsibility (CSR) for institutional growth and sustainability. The discussions underscored the importance of accountability, transparency, and strategic planning in financial governance.

    The second day began with a prayer led by Cl. Augustine Pariong, setting a reflective tone for the sessions ahead. As the participants awaited the next session, Fr. Michael Makri shared words of encouragement, urging everyone to work diligently alongside lay collaborators to secure resources and projects for the betterment of the province’s institutions.

    A key address was delivered by Br. Albert Longley, who emphasized the Salesian charism and the foundational principles laid by Don Bosco. He called for Christ-centered educational institutions built on faith and reason, leadership driven by love rather than punishment, a family spirit within institutions, and a commitment to academic and administrative excellence. He also stressed the need for sound financial management and adaptability to the modern world. His presentation included key approaches such as digital classrooms, technological advancements, addressing moral challenges, financial sustainability, alumni engagement, and partnerships with organizations for institutional development.

    Later in the day, Mrs. Bahun Tynsong led a session on financial transparency in accounting. She emphasized the need for proper documentation, digital banking transactions, timely audits, and structured payroll management. She also pointed out the complications caused by frequent changes in Salesian administrators and the necessity of clear financial agreements among multiple money handlers.

    A subsequent session, conducted by Mr. Libianta, covered compliance with government regulations, including NGO registrations, payroll systems, EPF provisions, and tax documentation such as TDS and GST. He provided clarification on digital transactions for societies and highlighted the need for all institutions to register on the DARPAN portal. Additionally, he explained the requirements for society renewal, including police verification, state registration procedures, and adherence to the organization's memorandum.

    In the afternoon, group discussions revealed key challenges such as the absence of key decision-makers, lack of implementation of policies, salary discrepancies, delays in audits, and transparency issues. Concerns were raised about the need for separate meetings for Salesians and lay accountants to streamline discussions on financial matters. The lack of proper documentation and sudden changes in governing board members were also highlighted as significant challenges.

    The meeting concluded with remarks from the Provincial Economer, who summarized the discussions and proposed a way forward. Emphasis was placed on improving documentation, ensuring timely audits, and planning meetings well in advance. The gathering reinforced the collective commitment to strengthening the financial and administrative framework of the province for its sustainable growth.
